BigSwitch: Add new backend endpoints for floating IP ops

The current plugin realizes floating IP operations as full network update operations which are expensive on the backend. Newer versions will have specific endpoints to call for adding and deleting floating IP addresses directly.
Support should be added to detect if the controller has these endpoints and leverage them if they do.
