Quantum Agent Common Dir

Some Quantum plugins (including all current open source plugins) use "agents" that run on the compute host. In many cases, these agents need to do similar things even for different plugins (e.g., talk to open vswitch/linux-bridge, setup iptables rules, or invoke a DHCP server, access DB for information about security groups, etc.). We want to be able to leverage shared code for this.

The idea is that this is a python library with only very basic dependencies that most/all agents will depend on.

    Add common directory for code likely to be shared across agents.

This has no user impact by itself, and we just need it as a pre-requisite for work done in F-2, so I'm moving it from F-1 to F-2.
