Support bare VHD image

Currently only VHD chains in a tarball are supported. If we have a single VHD file, we should be able to upload it as-is. Thus the glance image-create command will be simply like "--file image.vhd" instead of packing image.vhd into a tgz then "--file image.vhd.tgz".
