Convert cells jobs to use a subset of tempest

The current cells testing jobs in the gate run the devstack exercises. Convert these jobs over to running a subset of the tempest suite that we expect to pass with cells.

We've had a voting gate-tempest-dsvm-cells job since kilo, it runs a subset of the API tests for the things that work with cells v1 today. We do some of that using feature toggles in tempest which probably weren't as much around or in-use when this bp was created, but is pretty widely adopted now. The rest of the tests are excluded using an rc file in nova's tree.
