Cloudlet extension to nova as micro Version api

cloudlet extensions to support micro version api will use cloulet library to add several functions like Import Base VM, Create VM Overlay, Synthesize VM, Handoff VM, Registration and thus the approach is to use experimental api and current codes are being tested for Kilo and possibly can be independent of OpenStack releases till we have stable codes and tests to add to trunk.
