Virtuozzo containers config drive support
Virtuozzo containers currently lacks a support of config drive.
We can do it by two ways:
1. via ploop block device which is mounted to /var/lib/
2. via host directory bind mounted to the /var/lib/
The feature was merged implementing the first approach in Liberty release cycle but was reverted prio actual release [1], [2]
