Migrate the servicegroup usage of evzookeeper to kazoo

It is likely the evzookeeper driver can be supplemented with kazoo (or migrated to kazoo) since it appears to be general consensus that kazoo (right now) is more active and provides more useful functionality that will aid its usage in openstack (and nova in general).
