Hyper-V Storage QoS
Hyper-V provides options to specify maximum/minimum IOPS per virtual disk
image.
By leveraging this feature, this blueprint proposes to add support for setting
QoS specs targeting instance local disks as well as volumes exported through
SMB.

We're past the non-priority feature freeze for Newton. This will have to be re-proposed for Ocata. This should be an easy one to get in early though so please make sure it's brought to the attention of the core team early in Ocata when blueprints are open for review again. -- mriedem 20160706
