Enable oslo.i18n lazy translation
Enable the lazy translation feature of oslo.i18n in Nova. This feature has been enabled in the other projects.
Most of the enablement has been completed in earlier releases. This blueprint is to correct any code that has regressed since then and to phase in the support by first adding the enablement controlled by a configuration option, having a non-voting test with that option to ensure it does not break things, and then to change the default for the option to having lazy translation enabled.
