Add support for vhost-user interfaces by OpenContrail vRouter
OpenContrail vRouter can be used as a userspace DPDK based virtual switch application that uses QEMU's vhost-user interface types. This requires adding support for vRouter in {plug, unplug}_vhostuser() methods similarly as it is done for OVS.

Regarding re-approval for Newton, I'm wondering if we should make this get into the os-vif library first and then we can bring it into Nova via os-vif. I've emailed Daniel Berrange to get his opinion on that. -- mriedem 20160504
I talked with Daniel Berrange and we're close to integrating the os-vif library in Nova, so new VIF type support/development should be happening in in the os-vif library now. Then once it's in a released version of os-vif you can integrate that into Nova. We aren't adding new VIF types to Nova though that aren't already support in os-vif, so you have to start there. -- mriedem 20160505
