Admin API call to see "saving" images in progress for an entire region/cell

As an administrator, I want to know the number of in-progress image calls for a cell/region.

- Justification: Deploys/nova-compute restarts currently break these operations, and this call would determine which instances need attention.

The response to contain a list of images in-progress with the following image details:
image id, instance uuid, compute node, status, projectid
