Nova disk quota tracking

Nova currently does not have a quota categorization for tracking storage consumption, which encourages users to disproportionately consume storage resources through Nova (image-booted instances, LVM-backed instances, etc.) instead of using Cinder volumes, where quota is tracked. This blueprint proposes the addition of a new quota category to track these non-Cinder usages of disk space.
