Enable IBM PowerVM virtualization on Openstack which is going allow Logical Partition (LPAR) deployment and management. PowerVM is the virtualization solution for AIX, IBM i and Linux environments on IBM POWER technology.

The feature is going to be implemented on a phased-approach.
Add powervm driver skeleton with spawn, destroy, get_info, list_instances, power_on and power_off methods implementation as well as unit tests for those. The driver will initially support IVM managed systems and file based deployment.
