Add interesting facts in new articles to the DYK list

Nominating articles for did you know is something rarely done by new page patrollers, but is a task that is specificly suited for patrolling. I'm thinking something along the lines of a box that lets you define the DYK line, checks the requirements for DYK (1500 bytes, new enough, not stub), lists the suggestion on T:TDYK, and watches it.
