Make admin console more accessable to occasional, new and handicaped users

My occasional users are noting that there are two issues with the Admin Console:
1) They have to guess or hover/and wait to see what the icons mean - they are not obvious. Text under the icons, or a user option to have text rather than icons would make this a lot easier for occasional users.
2) The icon images do not have alt text, only title text, and do not meet accessibility guidelines.
