Neutron VIF driver for opencontrail

The proposal of this blueprint is to implement Linux Virtual Interface Driver (VIF) for opencontrail neutron plugin.
The proposed VIF driver should implement plug and unplug methods of neutron.agent.linux.LinuxInterfaceDriver. Once this is implemented, neutron agents and services like load balance etc can be used with the opencontrail.
