Ceilometer and OpenContrail Driver Enhancements

Enhance ceilometer to add support for meters related to traffic statistics of floating IPs and inter and intra virtual networks. These are required by cloud operators to implement accounting, billing for example, for traffic from customer network to public networks and incoming/outgoing traffic to customer instance with floating IP
