Integrate Kolla Openstack Destroy with Contrail Ansible Deployer

This integration will allow existing contrail-ansible-deployer play that installs open stack using Kolla playbooks to leverage the power of destroy playbook in kolla playbooks to remove Openstack nodes from a provisioned cluster.
This integration also allows a clean method of using contrail-ansible-deployer to manage a Contrail + Openstack deployment from a single Instances file (as is done for fresh provisioning today), the managing of Contrail roles is specified here:
