What about medicare levy and state payroll tax? Actually payroll is a big deal and needs constant updating whenever tax law changes. Can anyone make this level of commitment yet?

"Yet" is the operative word, and the answer probably is "not yet, but eventually yes".
Just the basics initially would get me the first step along the path; it doesn't have to do everything first up to be better than what the customer currently has.

Well, IMO, I'd put it at the bottom of the list, and recommend clients just use commercial payroll software - they aren't expensive (a few are free for <6 users).
