Add specific rights to import or export datas

If my user can write or create on an object , it can use import or export datas. but i want to manage (if my user can write/create) the possibility to do this task by import.
on access right (read, write, create, delete) add 2 new columns (import and export) to enable disable import or export on GTK client or Web client
