show context hoovering over tab

currently there are many situations where it is not possible to see the search criteria once the tab is opened especially if wizards are used to set criteria
Examples:
* Chart of accounts (Year missing)
* Stock Moves
* Account Move Lines

Suggestion:
hoovering over the tab should open a popup displaying the search criteria in the form
Translated Variable Name = Criteria
similar to what we see in the current search area (of GTK trunk)
