while module installation, import csv with custom csv separator and custom csv deliminator

when using csv for security or import data at module installation time like,
    'update_xml': [
        'security/account_security.xml',
        'security/ir.model.access.csv',
]

if we can give the paramters for the csv deliminator and string separator it will be great as for now they are hard coded - I guess
default deliminator --> [ , ]
string separator --> [ " ]
