Reload the module package when openerp_module state in upgrade

Currently when we are upgrading any module - if there are changes on .py files - we need to restart the server,
instead when module is being upgrade state - we may reload the module, reload(module_name) so it will recompile the .py files inside the module - so we may omit the un-necessary server restarts to update the module
