We are going do decouple the LWRP from Image

This is to decouple the LWRP from image. This already starts the work: https://review.openstack.org/#/c/166020/ after this we need to remove it from the image cookbook, then add the openstack-client cookbook to the base role after the yum/apt recipes so it gets priority for everything else.

I put this here so i can track the work i'm doing with the different patches and the interdependencies.
