Make Git repos urls configurable

Several git repos are using to setup local/private OpenStack Infra environment.
E.g. manifests from openstack-infra/config using jenkins-job-builder repo. While development and/or private installation is in a process different forks of jenkins-job-builder could be used. So such repos paths should be configured
