Puppetmaster hostname should be configurable

Fow now, 'ci-puppetmaster.openstack.org' is hardcoded in 'modules/openstack_project/templates/puppet.conf.erb'. For local OpenStack Infra setup it is useful to configure puppetmaster hostname in heira config.
