Groups community portal gating tasks

We want to add php based gating tasks for the community portal build process. The two basic goals here:
a, ensure that upload patch can be build and deploy without any error
b, finally build a distribution tarball that helps the groups-dev.openstack.org and groups.openstack.org sites to properly deploy or upgrade the drupal software stack.
