A filter for choosing servers with available quality of service

Add following filter to filterscheduler table. Extend the usage of nova.scheduler.
1. QOSAvailableFilter – filters all servers which allow a certain type of QOS in compute and IO elements. Only passes servers which have a particular QOS type and threshold available
