Add Foreman Front-End for Puppet

Foreman provides a number of features that customers are looking for, including a friendlier way to get information into our new data model and a monitor for what's going on with Puppet across the cloud. We would need to add a bootstrapped deployment of foreman to the build node and corresponding configuration. Using Foreman for baremetal provisioning is out of scope for this blueprint and will be investigated separately.
