Support CSR1kv as a Backend for Site-to-Site VPNaaS

As of Icehouse we should have support for a standalone CSR as the backend for site-to-site VPN in Neutron's VPNaaS service. This blueprint covers puppetizing the configuration of VPNaaS for the CSR. It does not cover the deployment of CSR itself or any configuration of the L2/L3 capabilities, only the configuration of Neutron to use an existing CSR for VPNaaS.
