This appears to be more like a proposal for a new OpenStack project, rather than a proposed addition to the openstack-common library.
No, it actually makes more sense to put some of it in openstack-common, since the evidence gathering components need to be integrated into each of the other projects.
Perhaps there should be two such blueprints.
