Add ceph configuration for cinder-backup

From a backup point of view, it is safer to store backups in volume storage and separate storage.
Currently, cinder-volume and cinder-backup can be used with the same ceph in OSH.
The added variable allows the cinder-backup to use a separate ceph backend
