Manage Node

In the situation where valence is set up and pointed at an existing RSD rack that has composed nodes already existing, those nodes won't be in the valence database. An admin should be able to add those nodes to the database and make them manageable by Valence. This is similar to the way the Cinder project does volume-manage for backend volumes that an admin wants to bring into the Cinder DB.
