Distributed Control Layer - HA for control plane

High Availability and Failover are interesting topics in Distributed systems. High Availability gives the ability to self heal a broken system whereas in Failover manual intervention is needed. There are various mechanism that are used to achieve failover for Control Plane like HAProxy etc. In production environments there can be various events as a result of which OpenStack Control Plane services might go down and even the node which it fails over to goes down. It would be nice to have Distributed Control Layer which provides HA for control plane which minimizes human intervention and self-heals itself.
