Make osprofiler work with 3rd party storage solutions

Not everyone likes ceilometer. We should give our users the freedom to choose what to use as a storage backend for osprofiler.
- Remove Notifier class
- Add Driver class which will replace the default Notifier and/or the parsers.
- Ensure that this solution is backward compatible
- Provide necessary documentation on how to write 3rd party osprofiler storage drivers and how to use the Driver class
