Remove packaging from source tree

Packaging code should be split out into individual project(s) from the source tree so that packaging can be managed and released independently of the server product. This has some implications in the jenkins farm where packaging builds will need to be reimplemented.

There is some decision that needs to be made on how to best do this. Obviously we will need at least one new 'project' such as percona-server-packaging (and perhaps percona-xtrabackup-pacgaking). The question is whether or not we want a new top level project for each distro or if we want to just have each distro as a sub-directory/project within the parent. I lean towards toe former for now and if necessary, further splitting can be performed later. There will also be multiple series to align with the various series of each packaged product.
