Cluster auto-rebootstrap on restart

Support the ability for cluster nodes to be aware of the previous state of the cluster and to re-bootstrap if enough of the previously connected nodes reconnect.
Use case: if all nodes experience a power failure and all come back online in a reasonable time period, they should regain the PRIMARY state as soon as a quorum of the previous set is present.
