Contour action

I decided to add this plugin when I found out that the border plugin only adds a border around sides not around the image itself. For example if I have a rounded or shaped button and I want to add a border effect to it. The border plugin will not work for me. The outline plugin works exactly the same as the border plugin when the image does not contain transparent parts. If the image contains transparent parts it adds the border around the opaque parts only. Combined with the highlight plugin it can produce nice effects.
