Display a tooltip in the actionlist info box.

When a field is active, the description of the action should be replaced by a tooltip.

Of course for this tooltips needs to be added to all fields. This should be reviewed together with a documentation system, so that the action reference manual can be extracted automagically from these tooltips. (Screenshot of action can also be automised.)
