Autoscaling on top of Heat + Nova / Kubernetes / some orchestration platform.

Currently it looks like how Picasso scales is largely up to the operator, it would be great to have some pluggable autoscaling feature in the project that hooks into Heat + Nova or Kubernetes depending on preference to automatically scale more iron function workers when many functions are being run.
