Implement API for Docker image building

In order to let Picasso users build function images locally without publishing them to Docker Hub Picasso should support image building and publishing to Glance or Swift (depending on user choice). Such feature will allow to create function routes from external image sources that are different from Docker Hub, custom or local registries.
