autoscroll when selecting a piece of picture when selecion goes out of display

When you are selecting a piece of picture (by example rectangular selection) and that selection are greater than displayed (but not out of picture) , program autoscroll(left, right , up of down) for allowing you to select the part of picture that you didn't see.
