Allow for Forking of the Plans

Remixing is so 2000. We want forking now of plans so that other derivatives can be made, and the history can be tracked.

We thought about a similar issue with CM.
So it can get tricky if we somehow allow people to monetize plans directly since if person A creates a plan, then person B tweeks it, and then person C takes it and forks it and then person D builds it.
If it is under anything but a CC0, PD or BY-SA license all the way through (A-C), then how is the revenue shared between A, B and C in a way that does not become too cumbersome and create prohibitably high transaction costs?
