Ensemble local dev with / LXC

This feature will enable people to use Ensemble in the local machine while developing and testing formulas.

- enable discovery of ip address, sans metadata server (ec2)

relation-data preseed with ip-address/hostname

   - copy over machine address to unit for ec2 compatibility
