Restructure Pooling Logic to use class

Restructure the Pooling Logic to use a standalone class to manage each connection type.

Also move the main lock to only be used when creating a new pooling collection. When doing the actual creating, do a double check on key existents. Just incase it was created while thread was waiting for the lock.
