Add API v2 to cinderclient

Currently missing and we need the client to support all support cinder api versions. This will involve creating cinderclient.v2 with it's own implementation separate from v1. For Grizzly we can do a version bump for the default version to v2, but v1 will still be supported for another release as planned.
