Support host-attach of volumes

Cinder supports host-attachment of volumes in 'os-attach' admin action API, which is introduced in https://review.openstack.org/#/c/34125/.

Cinder client 'attach' API should also support the host_name optional argument in order to enable users of cinderclient to attach volumes not only to the instances but also to the hosts.
