Allow configuring environments from CLI
It's currently impossible to configure or deploy an environment from CLI. This makes murano unusable without access to horizon. Furthermore it makes murano un-scriptable, that is — it is very hard to create automation scripts, that would deploy/take-down murano environments, should the need arise.
