Evacuate each instance from the host (in the case of irrecoverable data loss) to another host

In case of irrecoverable data loss on host, all the instances on a host need to be rebuilt on another host.
Evacuate instance is already in place. It would make admin's life simple if there is a wrapper that would just evacuate all instances of the entire downed host to other hosts.
