Framework for Fault Tolerance Testing

There are various scenarios where we need Fault Tolerance testing. For example when someone is consuming Tooz what if a Zookeeper node dies, what if a Zookeeper node fails to join the ensemble, a node fails to leave the group. Same can be applicable for other drivers as well. Right now when the functional tests are run Tempest test is just ensuring that the basic things work. But in production deployment things can go out of place and because of various failures.

So in short the proposal is to develop the testing framework for fault tolerance so that anyone consuming Tooz can offload everything that Tooz does the best to Tooz.
